Problem

We have docs about how to import dependencies / libraries, but not on how to create one.

Happy Case

Add documentation about how to create a Noir library, likely super simple:

  1. Define type as lib in Nargo.toml
  2. Name file as lib.nr
  3. Anything else relevant

Additional Context

Prompted by being asked by the community about how to create a Noir library.
