Support runtime / "non bundler integration" mode?

Summary

It's not viable for Pigment CSS to rely on integrating deeply with all bundlers. It needs a bundler agnostic escape hatch, so a runtime?

Examples

• I can't use Pigment CSS with https://github.com/jxnblk/mdx-deck because it's Gatsby. So I need a webpack plugin.
• I can't use Pigment CSS with Spectable MDX example: https://github.com/FormidableLabs/spectacle/tree/main/examples/mdx. I need a webpack plugin.
• It's possible from where we are coming from: https://mui.com/system/styled/#introduction.

Side thoughts:

• I could see react data grid using Pigment CSS. They migrated from CSS to Linaria in Migrate to css-in-js with linaria adazzle/react-data-grid#2256, but maybe with Pigment CSS we could improve the state of things. e.g. maybe with atomic class names in production, or maybe with more effective tree shaking, etc.
• Same idea with react hot toast who uses Goober: https://github.com/timolins/react-hot-toast/blob/396db8b8f6057b31bd5c99f308764e00a9d31de6/package.json#L67.
