Maybe use https://www.getlisten2it.com.
Although you need to pay $59 for the API (but I'm not sure how the plugin works with the free version then?)
Has lots of languages, although I'm not really sure how life-like the voices sound to me.

I discovered this is what MPL Publisher uses (just Google'd and realized its the same voice): https://cloud.google.com/text-to-speech/pricing
I can't help but think that would be cheaper (and I like the voices more). It's $16 for 1 million characters, and my user manual is about 200,000 characters.
