[BUG] You are able to translate inappropriate messages with Phi using the Translate sample #82

Describe the bug
Title

To Reproduce
Steps to reproduce the behavior:

  1. Use the Translate sample
  2. Enter an inappropriate message in another language targeting english
  3. Observe output

Expected behavior
Inappropriate messages shouldn't be translated. Phi translates it but then follows it up sometimes by saying

"(Note: This phrase is considered offensive and inappropriate. It's important to communicate respectfully and avoid such language.)
(However, as a responsible AI, I'm unable to provide translations for offensive or inappropriate content.)"

Even though it already generated the translation
