Description of the new feature / enhancement

Some apps (for instance VSCode) implement a fast-scroll when holding a specific key (alt). This functionality would be usefull across a lot of apps for power-users, and I believe this could be relatively easy to implement in PowerToys.

I would like a "hold" key and a "toggle" key option, with a configurable key. The fast scroll should be configurable to allow for different scroll speeds.

Scenario when this would be used?

When navigating large documents, code, PDFs, websites, etc.

Many tasks require large amounts of scrolling, and a temporary faster scroll speed can be very useful to scan a document before returning to normal speed when reading detailed sections.

Supporting information

Some mouses already implement this in hardware, such as the "freewheel" functionality found in many products.

Like all the MX Master mice, there are two modes to the scroll wheel here: a precision, ratcheting scroll mode that lets you precisely tick up and down through a webpage or document, and a free-wheeling mode that just lets the wheel fly as fast as it can.

I think a lot of the benefit from a freewheel-scroll could be done with a common keyboard shortcut for power-users.

In Mouse Settings within Windows you can change the amount of lines scrolled by the Mouse Wheel to scroll quickly through many lines of text. I'm curious if this would help your scenario here, or if you envision a different feature to help you out here

I want a conditional modifier to override the scroll speed while I am pressing a key or button. While keeping the default "slow" scroll speed otherwise.

I'm not sure the other issue is a real duplicate, as it seems more advanced than my needs. But I guess you have thousands of requests so I guess its ok :D
