A hefty PR, but with lots of goodness therein. Even reading it, I think learned somethings (a lot of clarification, some new). I only found non-trivial issue with a function return type worth flagging before approval. All else are minor grammar nits in Javadoc strings I figured we could fix up in the interim as well.
After we confirm the function signature, we should be good to go and I can approve.

This PR implements proper implicit timezone handling according to the XPath and XQuery Functions and Operators 3.1 specification.
This fix involved realigning multiple function implementations with the specification to ensure that the implicit timezone was honored and that date/time values without a timezone are properly tracked.
This PR also implements the following functions which are needed to support unit testing.
