in particular we need:

a small graph with all prime sizes for things (like number of adm2) so that it will not accidentally find a way to broadcast if we break something
regression tests for model with/without gpu and with/without sparse b/c we're threading the needle between the apis of 4 libraries (numpy, cupy, scipy, cupyx) and they aren't always one to one
...
