When you don't allow cross site content, or for example Cloudflare under attack mode, and you have the same image teasers (in different blocks and assigned to different stores) , your images will not load.

The issue lies in the resolveSrcSet function of Service/MediaResolver.php (but will also apply to the other functions).
The cache is site wide, for us it helped to append the cache identifier with store id.
