We need to identify the various JS/CSS packages which the Stacks project expects to load from its static.

In particular we need to install MathJax's XyJax extension to be able to typeset \xymatrix diagram instances.

Loading failed for the <script> with source “http://127.0.0.1:5000/static/XyJax/extensions/TeX/xypic.js?V=2.7.0”. 018Y:1:1
