Kubernetes 1.32 got released so please provide a 1.32 release here, too. Similar to #761

Hi @toabctl we cut 1.32.0 last month: https://github.com/kubernetes/cloud-provider-aws/releases/tag/v1.32.0

I've created a release and marked it as latest to make this more visible.
