Update Helm chart to v0.15.1

I thought the chart publishing was automatic. CD is broken?

The helm chart isn't updated:

Thats why the pipeline has not been executed:

I'm not sure who does this, but last time (a9fc7d2) it was done by @stevehipwell

@toredash I'll be opening a PR to update the chart (I've been AFK for Christmas). For anyone who want to use the new ExternalDNS version sooner you can always change the image in the chart values.

I think we want to get the following PRs merged before we do the release.

• fix(chart): allows to read ingress with istio source #4845
• feat(chart): allow to run tpl on ServiceAccount annotations #4958
