As cluster-admin I want to manage conflicts between InstalledFeatures so I don't provide features that don't work together

Acceptance Criteria

  • The state is set to failed when there are conflicting features
  • The state of the conflicting feature is also set
  • An event is generated that there are conflicting features
  • The request is requeued every 1 minute to check if the conflict has been solved
  • A metric counter of conflicting features is exposed.
