Path file per endpoint

Right now we group by tags to determine what to include in a file. While that helps stop things from being extreme, I think it might be better to put each endpoint in its own file. That makes it much easier to see changes. If an endpoint has multiple methods, it's ok to combine those into a single file.

Note: slack will have 174 paths- files (up from 55) and I'm ok with that.
