[BUG] Finnish language document is not recognized correctly

Describe the bug
Finnish language document is not recognized correctly.

To Reproduce
Steps to reproduce the behavior:
Uploaded Finnish pdf to Consume folder

Expected behavior
Expected to get the Finnish language recognized.

Also set PAPERLESS_OCR_LANGUAGE (without S) to fin. The logs you posted still indicate that English is used for OCR.

• PAPERLESS_OCR_LANGUAGES specifies what languages to install.
• PAPERLESS_OCR_LANGUAGE specifies what language to use.

I know the configuration is horrible in that regard, but it's there since old paperless and I don't want to break existing configurations by changing that.
