Brainstorm and add service request descriptions to the 311 data portal

Examine the interface of the 311 data portal. Brainstorm ways to improve add contextual descriptions to the Service Request Types. Service Request Type descriptions can be found on Dropbox under /Data Sets/311 Service Requests/Service Code Descriptions/. It may be worth discussing some options with DC government folks that are familiar with 311 data or some of the service request types.

If interested, implement some of the proposed changes to the R Shiny application.
