Enabling FTP for comt?

@jlehrter reports that EPA is blocking sftp on his end, so is wondering whether regular ftp could be allowed.

I tried ftp to comt.sura.org, but it looked like only anonymous ftp was allowed.

@hortenvaldes, would it be possible to enable regular ftp for user sura_ftp with the same password as sftp for user sura_ftp?
