Support for Job summaries

Recently, the docker build and push actions implemented summaries: https://github.com/docker/build-push-action?tab=readme-ov-file#summaries. I align with the idea that the summary page shows all the information an engineer needs to know to approve a workflow run since that is where the infrastructure is built. I'd love to see this in the Infracost action. I've implemented something myself in my called workflows, but it has some problems with subsequent PR runs and reflecting the cost, and it's tricky to work with.
