OpenEMS is not useable for IHP because of missing python packages #77

Describe the bug
As the title states, the openEMS install in the container currently only includes the binaries for simulation, but not the python interface to create a simulation setup.

Environment:
This should be valid for all current versions of this container.

Additional context
The Python package has been removed with this commit: b7c4f89

As the Python interface for openEMS is the preferred way to control simulations for the IHP PDK, a work around is required.
