Allow comments and attachments to be added to existing Liaison statements. #15

Existing LSes should have an option to add comments and maybe even upload attachments along with that comment

Reason: Sometimes we receive short acknowledgement emails confirming that a LS was received. It would be good to record these and other events in the system
