Make it easier to discover how to enter a new liaison statement

Currently the "New Incoming Liaison" and "New Outgoing Liaison" buttons are not catching the attention of some people wanting to perform those actions.

Some suggested remedies are to move them out of the tabs, above the search fields, or remove them from the form altogether and put the actions in the menus.
