Should the responsible AD always be in the CC of a liaison statement?

I think relating this to issue #22 is exactly what we need to address here.

If a LS is sent out from a wg, yes the AD should always be notified. However, the question is basically should the AD be in cc or in bcc. Or in other words, if someone received a LS via email and clicks reply, do we think it's important to have the AD be part of that reply in cc?

The potentially reasons I could see to not include them in cc are a) don't overload ADs with email, and b) don't confuse the other end by adding too many people in cc. Maybe that's a question for the ADs...?

However, generally I think we should rather put everybody in cc and not use bcc for transparency and ensuring the information flow.
