Map issues and improvements

After review there were a couple of non-blocking issues/improvements found that would need to be addressed:

• Improve initial loading behavior, resources should load at once if possible
• Make resource picker button and popup accessible
• Improve how empty state is displayed on resource picker button
• Fix some issues with state in query params frontend: Rewrite useQueryParamsState logic and add unit tests  #2600
  Click on a pod, so only a pod in the graph and the details sidebar is visible.
  Close the Details sidebar, so only the pod in that namespace is shown in the graph.
  Refresh browser
  Now the map view shows a bunch of other things, not just the pod.
  The URL is http://localhost:3000/c/cluster/map?group=namespace&namespace=XXX&node=Namespace-yyyy before refresh.
  After refresh the URL is: http://localhost:3000/c/cluster/map?group=namespace&namespace=XXX
• Fix: Sometimes clicking on Home breadcrumb doesn't take you home. It is leaving the namespace filter set to the namespace I was in with no breadcrumbs visible.
