pod restarts:

need to pick up where left off in the kafka event queue (this is automatic with persistent storage)
need to reload reportportal IDs to contiinue posting against the correct project, launch, item, etc.

pods scale:
How do we keep track of that mess when multiple pods are looking at the same queue?
Or do we allow this behaviour?
