Stop time winding backwards in the module interface

Occasionally, time can wind backwards from the perspective of the client (as when the server is restarted). Rather than forcing module implementors to handle negative deltas, we should detect this situation and prevent this annoying detail from leaking into the module's tick/draw methods.
