Conditional captcha?

I've downloaded the "Login with conditional Captcha" from https://goauthentik.io/docs/flow/examples/flows
and realized it does not do what it supposed to, or I'm missing something.

The flow shows that it first asks for username, then for password, and only when the user entered the proper password will get the captcha stage and that only shows (or should be shown) when at the previous password stage they entered a wrong password X times.

But how is this useful to anyone? The captcha should be shown when the user entered the wrong password X times and then at their next attempt they should solve a captcha too besides entering the good password.
