This issue was originally created by @sandhose at matrix-org/matrix-authentication-service#2030.

Since we use ULIDs for a bunch of things in the config, it would be useful to have a quick CLI tool to generate utils, something like

mas-cli ulid generate [count]

It might also be useful to have tools to convert to and from UUIDs, since sometimes it is useful when messing with the database
