Allow changing transform pivot point

Currently, transforms only allow you to pivot around fixed points, that being either the center or some opposite side.

There should be a way to change this pivot point. For inspiration, we can look to Krita and GIMP. It's worth thinking about making the presence of a pivot handle toggleable though, since its presence can be annoying when you don't need it.
