Title: Identifiers should not have incorrect prefix

Description:

By convention, only certain programming elements have names that begin with a specific prefix.

Notes:

See if StyleCop has implemented it

We should make this a configurable rule such that end users can specify custom prefixes based on symbol kinds, accessibility, modifiers (such as static), etc.
