Disable dotnetcli.azureedge.net and dotnetbuilds.azureedge.net domains

It is our understanding that the azureedge.net domain will be disabled in the first half of 2025, potentially in the first quarter. We have not been given a firm date and this could change. Whenever this domain is disabled, we will disable our hosting infrastructure related to hosting our azureedge.net domains.

Users should switch to builds.dotnet.microsoft.com and ci.dot.net, respectively, at their earliest convenience.
