Needs Assessment: Beneficiary Population Time-Series Data Visualization

Description

For each region, we would like to have a Line graph (https://nivo.rocks/components/) to display information about the number of beneficiaries in different regions across time. From our quarterly needs assessment process, we have multiple quarter's worth of data for (1) the official figure of the population served by NGOs (from UNHCR) and (2) the people served by responding groups (from our own survey data). Both of these figures should appear as a line on the line graph.

This is similar to #632. That issue is about creating one visualization to show the population in different locations at a snapshot in time. This issue is about creating one visualization per region to show the population across time.
