I think Open3d was what was keeping us at Python 3.10, and since Open3d v0.18 it now supports Python 3.11.

Windows uses 3.11. Need to check Mac brew installer. For Linux I think it's best if we stay with whatever Ubuntu 22.03 uses.

Updating the brew formula (in https://github.com/cwi-dis/homebrew-cwipc) should wait until the 7.5 release is out.
