ASAP annotations and umlauts #256

Hello!

I noticed that ASAP does not load annotation files if the file path of the XML file includes any umlauts (ä, ö, ü). Simply nothing happens.

OS: Windows 11 Pro, version 22H2, build 22621.1344
ASAP: version 2.1.0
