Expected behaviour

Can use the filter with GB18030 characters to search in Organization Quotas.

Actual behaviour

It failed to search by using the filter with GB18030 characters in Organization Quotas.

Steps to reproduce the behavior

1. Create an Organization Quotas and input the Quota name with GB18030 characters, for example: '㘎€b㐅㐆ᠤꀍ༖瞳༗بةتثخد郂',
   

2. In Search by name, type 'default' to search

3. Got an entry, so the related Organization Quotas entry can be found successfully.

4. In Search by name, copy GB18030 characters '㘎€b㐅㐆ᠤꀍ༖瞳༗بةتثخد郂' to search,
   

5. Cannot locate the correct Organization Quotas entry.
