Describe the solution

The wrangler versions upload command returns information about the upload, including the "Worker Version ID"
This information is necessary for passing to commands like wrangler versions deploy

Adding the --json flag and output the JSON results of these wrangler versions operations is inline with the other commands that output JSON and enable cleaner automation of deployments.
