Unable to execute command

Sometimes I find that I'm unable to execute wrangler commands, like this:

> yarn deploy
yarn run v1.22.17
$ wrangler publish
Done in 2.19s.

But when I block all requests to the domain registry.npmjs.org, it works fine.

I'm not sure if this is an issue with wrangler or npm.
