clr-boot-manager doesn't propagate failures up to swupd for reporting/action #3241

When called from swupd update, if clr-boot-manager fails to write files to the EFI partition as expected, the failures should be reported and propagated via swupd so that it's clear the update has failed.

Related to #3192.
