As discussed on Slack, please add a banner to the platform (to pop-up wherever people land first, including on logged out landing page), saying this:

Temporary issues with Estonian e-ID login and voting
We are currently experiencing issues with Estonian ID card login and vote signing. We are working to fix this as quickly as possible.

@DiverVM Let's have the banner pop-up with the following text instead:

Temporary issues with Estonian ID card features
We are currently experiencing issues with Estonian ID card login. ID card vote signing may also be affected. We are working to fix this as quickly as possible.

And so that it pops up if users click either of these buttons:
