IDEA GATHERING: One 'add your idea' button missing when logged out. #1996

What is the problem?

When logged out, 'add your idea' but from top of idea gathering section is missing:

Why is this a problem?

User in test struggled to find it. Have it in both places makes it more likely they will.

Possible solution.

Have it in both places the same as when logged in, as no clear reason to change it while logged out. Should trigger the log in pop-up, like the other one does already.
