As per the below comment in #1700 and discussed on Slack, the flow should simply be swapping what is currently in live (login pop-up then join pop-up currently live) rather than re-directing user to login page :)

So flow should be: join pop-up, then if they click join, log in pop-up (not page).

Actually I will re-open this one as it would ideally be this "Log in to Citizen OS to continue" pop-up that they see, rather than getting taken to the full log-in page. It's less disorienting for the user then, and they still feel like they're on the same journey :)
