This ticket results from Ed's and Karan's review with Gregory on 4th Feb'25. Its purpose is to simplify CEP-78 as part of the Condor 2.0.0 upgrade.

The key action called out by Ed in that discussion is to;

remove dependency on the JavaScript sdk from the cicd from each of them
so that the wasm producing code and the tests that ensure that the wasm producing code is correct are sufficient to release the smart contract.
