The downloading of the CSV file is broken again. When parsing the CSV in CountryPlugin::generateConfig the array is:

Fetching new CSV version of the MaxMind ISO3166 country codes database...
Generating PHP configuration file from CSV file...
Array
(
    [0] => Array
        (
            [0] => Redirecting to /static/csv/codes/iso3166.csv
        )

)

It looks like they have changed the URL back to https://dev.maxmind.com/static/csv/codes/iso3166.csv which was changed in c542a28 🤦
