Add support for master and develop library urls

Allow for users to go to /library/master/$library and /library/develop/$library

We may need to think about how the display for this is generated. I expect there's no data given there's no release data tied to those, so we may need to base this off of the data from "latest".

Just noticed, "develop" and "master" are already in the database, see attached screenshot.
The feature had mostly been working. Versions were getting jumbled if a user switched between different screens such as "Releases" and "Libraries" at the time cookies were implemented.
