UEI - Add instruction tab in UEI

Bug Description

In the UEI (Unified Energy Interface), there is no instruction tab available for users to access detailed instructions or guidelines. Adding an instruction tab would improve user experience by providing essential information and support directly within the app.

Steps to Reproduce

1. Navigate to the UEI interface in the application.
2. Look for an instruction or help section within the interface.
3. Observe that there is no instruction tab available.

Expected Behavior

An instruction tab should be added to the UEI interface, providing users with easy access to helpful information and guidelines.

Actual Behavior

There is no instruction tab available in the UEI, leaving users without direct access to helpful information.
