Task Description

User story:

As a SILVA user, I want a new workflow and design to view an existing stocking standards ID and have the ability to edit, So I can have a better experience using the ##SILVA application.

Acceptance criteria:

• Create figma design options
• Validate workflow with PO
• Align with @carolinemwood what fields will be mandatory and what fields users will be able to edit (NEW BUSINESS RULES)

Additional Information

In the current workflow, users (except those with admin roles) cannot edit information in the "Standards Proposal." When changes are needed, they must request an admin to make the updates or create a new SSID to meet their requirements.

I am now proposing to allow users to edit this information themselves. However, I need the PO and business areas to define which information they should be allowed to edit and to confirm that any edits made will require reapproval by an admin.
