Autoware health-check is not passing on arm

Description

Both docker-build-and-push-64 and health-check-arm64 are failing in our CI:

Expected behavior

Both workflow for arm are passing.

1. dispatch workflow on main from GitHub Actions

Possible causes

The log doesn't seem to report any error, but suddenly stops reporting in the middle of the build process.
It could be due to out of memory.
