Unable to load module context from URL after restart of cloudstack-management service #10256

CONFIGURATIONTwo management nodes, and database replication. OS / ENVIRONMENTOracle Linux 9.5 SUMMARYWhen restarting the management service it will not go up again. There are errors saying that "Application context not found for module definition [system, core, allocator, host-allocator-random, planner, api-planner]... " The list goes on with a lot of modules that are unable to find application context. It seems like there is a reference to a bean called 'DefaultConfigResources' that are missing. STEPS TO REPRODUCE
