Is there a function to draw a circle based on the center coordinates and radius

There isn't any particular function which draws circle using center and r.
But you can draw a circle as ellipse, each circle is also an ellipse but not vice versa, like that:

auto circ = matplot::ellipse(centerX - r, centerY - r, 2 * r, 2 * r);
/**So you actually give the properties of the rectangle which surrounds the ellipse**/
/**First 2 arguments are the X and Y coordinates of the bottom left corner of the rectangle **/
/**Second 2 arguments are the width and height of the rectangle **/
/**If width is equal to height, the ellipse is also a circle otherwise it's non-circle ellipse**/
