Support COOP sites that report temp and precip at different times of the day!

Also, there are three locations which measure precipitation in the
morning but measure temperature in the evening or midnight. These ones
do not show up on the plot either (GTTI4 and CIYI4 in ARX's area and
HSTI4 in FSD's area).

So my database only has 'coop_valid', which would get over-written when the second ob comes, sigh.

This is one of those known-known troubles with my database that I shutter to think about fixing. At some point you have to kick issues like this at the NWS and say "why, do it this way!"
