The manual mentions that using by using -x option 4 times, we can specify an external plummer potential to simulate the gas expulsion from a cluster which was embedded in the gas plummer sphere. However, after using this option, I have not noticed any changes in the .input file. Notable, KZ(14) comes out to be 0 when it should be 4. Any workaround for this issue or do I need to manually enter the values in the *.input file?

You will have to set -t 3 or -t 4 as well.
You should get an extra line with the four scaled gas sphere parameters under the KZ parameters. Stellar masses should also be scaled down accordingly.
