Crash on server start: java.lang.ArrayIndexOutOfBoundsException: Index 519 out of bounds for length 0

I'm getting the same issue with the Monifactory modpack (0.11.5). It only happens intermittently when loading the game. If I close the game and restart, it usually loads fine the next time. I'm not sure if there's any pattern to when it crashes/when it doesn't.
